Biñan City Police Station

                Biñan City Police Station is one of the best city police stations in the province of Laguna. PLTCOL VIRGILIO M JOPIA, a proud member of PNPA SANSINIRANGAN Class of 2007, spearheads it. Biñan CPS is currently located at Barangay Zapote, City of Binan, Laguna. Biñan has been popularly recognized as the trading center area immediately south of Metro Manila.


          The city has the most prominent public market in the province of Laguna and the Calabarzon Region. Retailers from nearby towns often plow the city proper to purchase goods and merchandise intended to be sold elsewhere. Biñan has also been the center of commerce in the region because of the numerous banking institutions across the city, plus the ever-growing number of commercial establishments and emerging shopping centers.[1]


               PNPA Cadets who joined the Philippine National Police (PNP) are deployed in the different police stations nationwide to serve as On-the-Job Trainees (OJT) on station activities in performing protocols and public safety functions and how the station handles and responds to public safety and security concerns.

    1. LINGGUHANG TALAKAYAN AT USAPANG PAMBARANGGAY

     

    Biñan City Police Station Operation section together with Local Government Officials, Head departments and Offices, and the Barangay Chairmen of Binan City. Are having a regular meeting in the comfort of their own offices, via zoom teleconference scheduled every Saturday to tackle issues, concerns, and important matters in the city which can be easily addressed during the meeting. The essential information, announcements, and accomplishments are being disseminated. In line with the Community and Service-Oriented Policing System of the PNP, building ties and working closely with the members of the community and commitment to Public Service were shared by this platform.

     

    Linguhang Talakayan at usapang pambarangay project is their way to create and reach and establish a harmonious relationship with the Local Government and the community during this new normal era.

    2. LAKAS - KKDAT

     

    LAKAS (Lakas ng Kabataan ay Sports) x KKDAT (Kabataan Kontra Droga at Terorismo. From the Tagalog word "LAKAS" meaning strength, we conjoined these terms to the initiatives of the PNP in relation to the intensification of drug prevention and anti-terrorism campaign. We used the acronym LAKAS meaning Lakas ng Kabataan ay Sports, for a reason that in Binan CPS, we see sports as a tool in diverting the attention of youth from engaging in drugs and terrorism.

     

    With the initiatives of Binan CPS and the coordinating offices, youth from the different Barangays of Binan City attended, encouraged, and engaged in the Taekwondo session.  Thus, participating in sports may improve self-esteem, enhance social bonds or social support and provide participants with a feeling of purpose. Taekwondo Sports which instills discipline, strength, and building character is a great tool to divert the attention of the youth instead of using drugs and engaging in terrorism.

    3. RADYO: ISUMBONG MO KAY CHIEF

     

    With the partnership of Binan City Police Station and the Local Government of Binan City, under the City Information Office, we managed to have a regular slot on Radyo Binan 87.9 FM every Saturday 4:00-5:00 PM dubbed as “Isumbong Mo kay Chief” hosted by the Binan City Police Station.

     

    To maintain an active partnership with the community through public information with the aid of technology. In relation to the PNP Freedom of Information, with the active support of the community, it is the duty of the police to disseminate factual information, the locals would be aware and the police presence in the community will also feel by its constituents.

    4. NEXT GENERATION PROJECT

     

    Biñan City Police Station in partnership with different agencies and organizations work together to empower the youth by educating them about discipline and character development to become law-abiding citizens of the community. It is also done to strengthen their patriotism to avoid being recruited by communist terrorist groups. Instead, they shall contribute to nation-building. This activity is conducted every Saturday after the LAKAS KKDAT Program in the different barangays of Biñan.

    5. TULOY PO KAYO (B-TuKayo)

     

    Binan City Police Strategy Management personnel took photographs of the different areas, facilities, and offices of the station and captioned said photos with what we cater to or what services a certain office provides to the community. Through our Facebook page,   we provide information, we orient them and we promote the initiated programs of the station.

     

    It serves as a tool in Information dissemination on what they cater in Binan City Police Station to the civilians on social media platforms such as Facebook weekly. Binan City Police Strategy Management Team personnel inform, orient, and to let Binanenses and visitors be aware of the services we are providing them. They also promote Binan CPS-initiated programs through this page.

    6. ACT OF BEHAVIORAL CHANGE (ABC)

     

    This project initiates to establishment and strengthening of the programs on voluntary surrender of drug users and dependents. Establish the measure of monitoring mechanism of Barangay Anti-Drug Abuse Campaigns. In dealing with drug personalities who voluntarily submit themselves to authorities, the regulation also mandated Local Government Units (LGUs) through their Anti-Drug Abuse Councils (ADACs) to facilitate the establishment of community-based treatment and rehabilitation services and interventions for surrenderers found to be of low-risk or having mild substance use disorder.

     

    Binan CPS, Local Government, and NGOs composed a Technical Working Group which will craft programs intended for this PWUDS. This includes, for example, equal access to health care, education, skills training, employment, family life, social mobility and political empowerment livelihood, sports, and other outreach programs were organized.

    7. OPLAN KATOK (ADFER)

     

    ADFER is a program of the PNP to account the firearms with expired registration that are still under the possession of the licensed firearm owner. Under RA 10591, "Comprehensive Firearms and Ammunition Act", PNP shall safe keep the firearms with expired registration. Members of Binan City Police Station under the leadership of PLTCOL VIRGILIO M JOPIA, ACOP, conducted a simultaneous Oplan Katok in the City of Binan that served letters to the licensed gun owners and accomplished a number of Firearms for safekeeping.

    8. PUGAY BATHALA

     

    Service to God, service to Country and People. Personnel of Binan City Police Station under the leadership of PLTCOL VIRGILIO M JOPIA, ACOP, attended Sunday Mass and Worship at the different churches in their vicinity around Binan. Also, they provide security among our kababayans who are attending the Sunday Mass with their family.

  • Administrative

     

    The administration section is responsible for the records and profile of all the personnel and determining the right person to be put in the correct position. In addition, it monitors the status of their beneficiaries and their schooling history. Moreover, it determines the total strength if they need additional personnel per section. An additional function is to receive the outgoing and incoming memorandums, endorsement of schoolings, and quarterly updating of PKSK. PAIS or Personal Accounting Information System where we can see all the complete information of the personnel like promotions, schoolings, SALN, and history of assigned stations.

     

    According to PCPT Dolly Jane B Rull, Chief, Administrative Section of Biñan City Police Station, they always submit necessary documents to comply with the Unit Performance Evaluation Rating (UPER). Based on the recent release of UPER, Biñan CPS is one of the top-performing police stations in the province of Laguna. The promotion depends on the order given by the TPRM, which is done once or twice a year. All personnel who is credible for promotion will be given an endorsement letter for promotion. The personnel benefits are a rice allowance worth Php650.00 per month, a bonus every midyear and year-end, and Monthly Operational and Other Expenses (MOOE), which cost Php1300.00 per capita for office supplies like bond papers, inks, etc. Educational Assistance is being offered by La Salle, Perpetual, especially to the family of the personnel killed in operation.

     

    Meanwhile, necessary documents are being processed a year before the compulsory retirement of their personnel. The DPRM releases the list of retirees and processes the documents from Provincial Police Office (PPO) to the Regional Police Office and the Headquarters. If the retirement order is released, they will have a non-duty status for three(3) months. They will be given "Salamat Kapatid" or recognition for their invaluable service to the organization, including removing their badge, giving of tokens, and celebration together with their family.

     

    The e-management is easy to navigate because all the information regarding personnel and records helps with the productivity of the section. On the other hand, internal disputes are managed by using the grievance system if settlement is not applicable. The Deputy COP and the CESPO shall facilitate this. Meanwhile, delinquency reports are given to erring personnel and shall explain immediately to determine the proportional punishment needed to discipline them. In drug-related cases, the personnel will be dismissed immediately from the service.

     

    PCPT Rull added that their personnel needs to improve, develop their knowledge in records management, and be computer literate since they adapt to the technology. In addition, every person shall be assigned or designated to positions following their capabilities.

  • Operations

     

    The Operations Section, together with the administrative section, is in charge of making deployment plans and security during international and local events. In addition, it maintains an active operating unit in the military and other law enforcement agencies to prevent crimes and eliminate possible threats within the area.

     

    According to PEMS Archival Narvaez Jalotjot, Operations PNCO of Biñan City Police Station, profile and other data in operation planning is vital because they will help assess and prevent crimes. For instance, crime mapping and clocks indicate the areas and times at which crime usually happens. As a result, they can deploy units in those areas and conduct operations to apprehend criminals. The calendar of activities enables the section to plan before the activity occurs. Still, when activities without prior notice happen, they have a stand-by team ready to respond to the area to provide security. 

     

    The Unit Performance Evaluation Rating (UPER) of Biñan CPS is among the top-performing police stations in the province of Laguna regarding police operations. They formulated Programs, Projects, and Activities to help them prevent crimes and maintain peace and order within their area of responsibility. In terms of crime prevention, they regularly conduct foot patrol, police visibility, and establishment visitation in crime-prone areas. In law enforcement, random checkpoints are conducted in different Biñan City areas. Regarding public safety and security, inspection and coordination with different agencies and allied forces to develop a successful operation. Lastly, there are no reported transnational crimes within Biñan which lets them focus on prevalent crimes.

     

    Meanwhile, the Enhance Managing Police Operation (EMPO) is used as a crime reduction tool in Biñan CPS by dividing the personnel into two teams to have a more systematic and organized detail. In addition, the personnel regularly conduct meetings in different barangay to give the community more engagement with the PNP personnel and have a closer relationship. Moreover, the significance of the Peace and Order and Public Safety Plan (POPS-P) or LACAP in sustaining the PPAs of the station enables them to identify what programs they should improve. For example, the CCTV used by establishments must have a high resolution for it to be helpful during criminal cases and in court.

     

    Security Planning and Contingency Planning are conducted before implementing every operational plan because it will determine its effectiveness. Commissioned officers from regional, provincial, and city offices supervise the activity and give corrections if executed improperly. In addition, Simulation Exercise (SIMEX) is regularly conducted concerning the camp defense plan every once a month. They simulate other crises, such as starvation, earthquake, and riots. Moreover, the Communication Exercise (COMEX) is conducted to check if the communication system is synchronized and established. 

     

    Professionalization of personnel in Police Operation of Biñan CPS that have training and schooling share their knowledge with their personnel. Some were able to join seminars and training to develop their operational capabilities. In terms of the record management system in Biñan CPS, aside from the hardcopy that is organized and stored in file cabinets, they also have a backup system in case of system corruption because most documents are sent and made through email or google forms. Compliance with existing Operation Management and Development policies of PNP is immediately disseminated to the station personnel and implemented intensively. According to PEMS Jalotjot, personnel must have more training and seminars; equipment must be improved for them to work more efficiently and have creative measures to sustain or change for further improvement.

  • Investigation

    The Detective Management Unit is responsible for identifying, locating, and following up on suspected criminal offenders and missing persons. It also executes search warrants and arrest warrants, serves subpoenas and other court documents, completes the return of warrants, and submits periodic progress reports to the relevant RUID. A qualified police detective must fill it with "technical know-how" in conducting highly specialized types of operations, including but not limited to search operations, profiling of criminal offenders, personnel security investigations, and special investigations of other distinct types of offenses, such as kidnapping for ransom, acts of terrorism, and drug-related cases.

     

    Some of the best practices for adhering to the Unit Performance Evaluation Rating (UPER) are submitting on time and data validation. The UPER has obligations that must be completed within a specific time. It is preferable to submit the UPER in compliance with the precise requirements in advance to receive the best grade. Meanwhile, the Naga City Police Office Station 1's IDM Section annually validates case folders. These case folders are delivered to the regional office, where a validating team from DIDM validates case folders about drug cases. They review the text for completeness and technical faults and make suggestions for what needs to be improved.

     

    On the other hand, there are difficulties in complying with UPER. First, professionalization of personnel for investigation. Those who have been endorsed for schooling do not receive financial support from the organization or the LGU. In addition, the reglementary period is a compliance that must be completed within a specific time frame. The suspect will be released if a case is not filed by a specific date that would impact the UPER rating.

     

    One of the PNP NGI initiatives is the e-projects, which has the following goals: institutionalizing crime reporting from all PNP Units to reflect the actual crime situation in real time; systematically gathering evidence; improving the nation's crime reporting system; providing a mechanized representation of investigation and detective management activity procedures and processes; establishing comprehensive, adequate, and timely information on crimes; and installing a computer system. In brief, it speeds up the investigators' job because the database system makes it simple to obtain data and information. Additionally, in today's environment, these e-projects are more efficient, effective, and accessible tools. Since they can complete more activities with the time they save by exerting less time and effort, this is significantly more productive.

     

    For investigators to effectively carry out their tasks, competency training is necessary. In light of this, the investigators must attend training, education, and seminars. A budget or cash must also be set up for it.

     

  • Police-Community Relations

     

    Police-Community Relations strengthen police-community affairs and development programs, activities, and projects to inform, engage, influence, and lead our communities toward achieving better public order and safety in support of the Quad operational concept. In addition, it aims o harness citizens' participation as PNP partners in maintaining public order and safety.

     

    According to Pat Ceejay Naval, a member of the CAD Section, Biñan City Police Station ranked first in the recent release of Unit Performance Evaluation Rating (UPER) in the province of Laguna. One of their best practices is the regular visitation in different barangays participated by different sectors or groups in the community. Moreover, they also implement the Squad Weekly Interactive Meeting (SWIM) to strengthen the relationship between officers and their personnel to address issues and concerns, whether personal or in the work setting. PNP MC No. 2019-046 Police Community Affairs Development "TAGATAGUYOD" is created to gain a higher public trust and confidence for the PNP. In addition, it also aims to make the PCAD PAPs proactive and responsive to the evolving challenges of time and situations.

     

    Moreover, it aims to make PCR a basic police competency, with the police being role models and servant leaders in the community. There are three primary tools used as a guide in conducting PCAD activities. First, community affairs development focuses on strengthening community cooperation, collaboration, and trust to achieve gains against crime, terrorism, and insurgency.

     

    Biñan CPS utilizes various platforms or appropriate mediums to amplify PNP narratives, such as radio through radio guesting in Radyo Biñan featuring "Isumbong Mo kay Tsip." Second, public information provides validated, accurate, and timely reports and information to the public. In Biñan CPS, they conduct press releases and briefings to inform the public about the incident that transpired in their area. Lastly, information development operations involve developing and applying non-lethal means to influence the perception and decision-making of specific target audiences in support of the government's strategic communications.

     

    In Biñan CPS, they utilize social media platforms by using Facebook to publish their activities and accomplishments to inform the community about their project in developing a safer place to live, work, and do business.

     

    PSSg Joderick Maddam-ot, CAD PNCO, emphasized the importance of maintaining a solid relationship and coordination with the local government towards attaining a safe and peaceful environment.

  • Intelligence

     

    The Intelligence Section is responsible for the production of Intelligence, counterintelligence, special operations, investigation, and legal offensive. In addition, it leads an intelligence function, setting its strategic direction and ensuring efficient management of the intelligence process to inform decision-making and mitigate threat, risk, and harm.

     

    One of the best practices in complying with the Unit Performance (UPER) of the intelligence section utilizes the "Pabili nga po" operations to hit the required quota from the UPER. This strategy makes intel operatives and assets successfully contact criminal personalities involved in drugs and then conduct a buy-bust operation—infiltration of leftist legal fronts. The significance of Barangay Information Network (BIN) in Station Policing is that they provide information that helps profile criminal personalities. Moreover, the PCAD conducts seminars and information drives in barangays and talks with the barangay officials. In addition, some informants were former drug surrenderees, and the PNP gave them a chance at the Balay Silangan Rehabilitation Center. After they graduate, they undergo five (5) the station made surprise drug tests and some informants. All information is validated before executing operations.

     

    BIN and intel operatives validate the Information gathering, documentation, and reporting. Meanwhile, counterintelligence conducts crime detection and investigation from applicants, and personnel with derogatory records, applying for promotion, lifestyle checks, security surveys, and security inspections to establishments to deter robberies. Security Survey and Security Inspection can backfire on the station if there will still be crimes such as robbery and theft in establishments after it undergoes security survey and security inspection because it means that they did not do the proper survey and inspection. There were no reported crimes in the city that involved foreign nationalities. Moreover, no Communist-Terrorist Groups and kidnap for ransom were reported in the station.

     

    Meanwhile, the organized crime group lim robbery group by Reynold Lim, who was a former police officer but was neutralized. The station level's most wanted person list, wanted list, and target are lists given by the court, and also, there is the most wanted person list with rewards. The intel cooperates with the warrant section. Some of these wanted persons with rewards do not have much information, and the court does not have the information, so it isn't easy to find them. They also coordinate with national agencies, such as the DSWD and immigration, who might have records on these wanted persons. For instance, a wanted person was arrested in Mindanao because he went to apply for the 4Ps, and there they confirmed his identity. If there is a started Investigation Report on a wanted person, it is mandatory that there would be a weekly development report. A case Operation Plan (COPLAN) is done if a new drug group or crime group is reloaded. It should be made first before arresting the personalities in the group.

     

    Professionalization of personnel in police Intelligence conducts seminar on Basic Intelligence Network. Sometimes, stations improvise and still send men to be intel operatives even without schooling; it is where they learn how to operate through experience. In the end, they recommended to reduce the quota system in the UPER because, in reality, work is being compromised due to the quotas, and stations take drastic measures to comply with the quota.

  • Logistics

    The logistics section is responsible for procurement, storage, inventory, distribution, and disposal of PNP supplies and equipment. It is also responsible for the maintenance and effective management control through accounting and monitoring PNP supplies and equipment. At Biñan City police station, there are only minimal problems regarding sources of funds and equipment because it has the full support of the local government unit.

     

    PCpl Jacel Grace Pacete, logistics/supply Action PNCO, explained how she manages and supervises the logistical matters of the police station. The logistical profile in terms of mobility is enough to provide transportation services supporting operational and administrative activities. In terms of firearms and ammunition, every police personnel of the station has their short firearms and is issued with ammunition every three(3) years for renewal. These are organic issues from the PNP. On the other hand, the local government also donated forty-seven(47) long firearms and seven(7) snipers. Regarding communication equipment, they have plenty of Hytera radios used for communication in the station up to their different areas of responsibility to respond immediately to any concerns. While in terms of the facility, the local government is the one responsible for the maintenance and repair of the station.

     

    The Logistical Unit Performance Evaluation Rating (UPER) of Biñan CPS is highly commended at the provincial level. During the last UPER release, Biñan CPS ranked first in the logistics unit upon accomplishing its compliance, sometimes beyond what is required. We were also oriented on the PNP Logistics Data Information and Management System or PNP LDIMS, which is used to establish and maintain a central database that can provide relevant information on all PNP logistical assets in real-time. To include transaction monitoring, asset control, movement, utilization, and availability of system-generated reports relevant to planning and decision-making.

     

    Meanwhile, the property book is strictly maintained by PCpl Pacete to ensure that all the records of issued properties to every personnel are monitored, especially during breaks and re-assignment of personnel to other units or stations. In terms of record management, the station has hard copies of records that are organized in file cabinets. Policy dissemination on the responsibility and accountability of police officers is done through Personnel Accounting Information System(PAIS) during morning formation and through messages and emails.

     

    According to PCpl Pacete, one of the best practices in the logistics section of Biñan CPS is a harmonious relationship with the local government. It will support the police station when it comes to sources of funds and procurement of equipment. In addition, the welfare of personnel should be considered because logistical work is complex, and not all personnel can perform this duty. They also need assistants, specifically Non-uniformed Personnel(NUP), that will help them perform their duties efficiently. Lastly, PCpl Pacete reminded us to have integrity in this kind of work because there will be a lot of temptation in terms of money that can mislead you in your mandate as a public servant. No amount of money can be equal to a person's reputation. Our reputations are vital to our self-esteem and can make us feel happy, fulfilled, and appreciated.

  • Finance

     

    The finance section is responsible for coordinating with other offices/units concerning the preparation and distribution of the PNP's pay and allowances of uniformed and non-uniformed personnel.[1]  In addition, it maintains financial records of the pay and allowances of uniformed and non-uniformed personnel and other PNP obligations.[2]  Moreover, it recommends and implements plans, policies, rules, and regulations governing the disbursement and collection of funds for the PNP.

     

    According to PSMS Shiela Marie Dela Cruz, finance PNCO of Biñan CPS for thirteen years, they are in the top 3 in Finance Unit Performance Evaluation Rating (UPER) at the provincial level of Laguna. One of the best practices observed in the finance section is the proper liquidation and complying with the requirements ahead of the scheduled time. The sources of funds are the monthly Maintenance and Other Operating Expenses (MOE), Philippine Anti-Illegal Drugs Strategy (PADS) fund, National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) fund, and Intelligence fund from the PNP. In addition, the local government also gives funds to the police station, such as maintenance and repair funds for the station and gas allocation funds. The Annual Operations Plans and Budget (AOPB) are documents that the PNP units must prepare in line with the budgeting process. PSMS Dela Cruz said that they allocate their budget depending on the needs of each section of the station.

     

    In Biñan CPS, the quad staff, as well as the logistics section, is the priority in allocating the budget because it runs the whole station. Meanwhile, when it comes to reimbursement of money, it is done upon the approval of the chief of police, and they make sure that the required documents are presented. The station's accounting book is kept by PSMS Dela personally because it contains all the records of all the budget transactions of the station. In addition, she also keeps hard and softcopy of all the documents regarding financial matters. The hard copy is organized and stored in a filing cabinet.

    On the other hand, the soft copy is stored on her laptop and backed up with his Gmail account.

     

    Moreover, every person has their online payslip account, which can be easily accessed to monitor their allowances. They are required to open their online payslip account at least once a month so that they will not forget their accounts. Currently, there needs to be an established e-management system in the finance service of PNP. The inspection of their ATM cards is conducted during morning formations quarterly. Other sources of the fund come from voluntary contributions from every personnel and station budget from the local government when needed. This year, PCOL RANDY GLENN G SILVIO, Provincial Director, Laguna PPO, recently launched the "Damayan Fund" to give financial assistance to its members and their beneficiaries in times of emergency.

     

    PSMS Dela Cruz gave her recommendations that can help in the improvement of the station. First, the proper budget allocation should be according to their needs. Second, according to her, in reality, the budget management of the station depends on the chief of police. In her thirteen years in the finance section of Biñan CPS, there is a chief of police that manages the budget of the station. Budgets allocated for the betterment of the station are, unfortunately used selfishly for the personal interest of the Chief of Police. She also reminded us to stay firm and keep integrity because we are here to serve the public.
