The Philippine National Police Academy rendered arrival honors and testimonial parade and review in honor of PGEN RODOLFO SANTOS AZURIN JR, the 28th Chief of the Philippine National Police, at Campos Field on September 23, 2022.
The Cadet Corps Philippine National Police show their appreciation to the PNP Chief for his nearly 37 years of distinguished service in the military and police force. During the talk to the Cadets with PNP Chief, he emphasized that the formula for credibility should include values and actions. I realized that we need to show the people we serve and lead the fundamental values, morals, and behavior that we have.
In addition to that, he also emphasized the “KASIMBAYANAN” or Kapulisan, Simbahan at Pamayanan Program of the PNP, which aims to have an independent and mutually beneficial relationship between these primary actors which is crucial in keeping peace and order and building a better and safer community.[1]
It is believed that the community and the police will always bear a portion of the responsibility for maintaining peace and order. I learned that citizen empowerment would help and support the suppression of criminality, local insurgency, and terrorism. And lastly, he also expressed his anti-hazing advocacy by supporting the implementation of the peace and order framework of the Director, PNPA PMGEN ERIC E NOBLE, the MKK=K which stands for "Malasakit sa Kapwa Kadete tungo sa Kaunlaran."
I am amazed at the Director's active implementation with regard to giving punishments to Cadets violating the established rules and regulations. However, it is quite alarming that many upperclass Cadets were immediately isolated and under investigation due to complaints from the underclassmen. I hope there will be due process and justice shall be served for those who committed the violations.

The former Chief of the Philippine National Police discussed the transformation of the policing system in the PNPA and PNP organizations.[1] He emphasized how the PNPA was transferred to the PNP. He was one of the advocates who pushed this to happen, and up until now, he keeps on going for the passage of the PNP Modernization law.
The studies show that Academy training and job preparation revolve around interrelated issues regarding the content and delivery of Academy curricula. As a result, police officers failed and neglected to work in a manner consistent with the community policing system.
He also discussed leadership and its qualities to be one. Being a leader means that you are capable of making decisions even in the most challenging situations. Along with it is having a good foundation of values and character that you can resist and not fall into temptations. Being a leader also means facing challenges concerning ethical issues and standards.
As a Cadet and member of the graduating class, I appreciate the message of the guest of honor and speaker because it is the point of my cadetship program wherein I need to prepare to face and apply all the things that I have learned in the field as a Public Safety Officer. One thing that touched my heart was when I asked myself while listening to the guest of honor and speaker about my purpose of being here in the Academy. Honestly speaking, I entered the Academy to have a stable job and career wherein I could help my family and give them a bright future. But as I look back, I realize that my ultimate purpose of being trained and molded here in the Academy is to become a leader not just in the field of Public Safety but especially as a leader of our nation.
A few days from now, we will be leaving the portals of the Academy. The best thing I can do now is to prepare myself and equip myself with the knowledge and skill to become a competent community leader.

The Incorporation Rites is one of the events in the Academy wherein New Cadets formally incorporate into the activities of the Cadet Corps. This is the point after the breaking period, and now they will live together with their upperclassmen as brothers and sisters in their respective companies.
During the Director, PMGEN ERIC E NOBLE's speech, he again emphasized the “MKK=K” peace and order framework of our Chief PNP, PGEN RODOLFO S AZURIN JR, which stands for “Malasakit, Kaayusan, Kapayapaan at Kaunlaran.”[1] This program is being implemented inside the Academy to attain greatness by performing our duties as law enforcers.
On the other hand, he also mentioned the death anniversary of the late Cdt Magsayo, who died inside the Academy due to a tragic incident involving some of his upperclassmen. The Director reiterated the anti-hazing policy here in the Academy that he will not hesitate to remove erring Cadets during his administration. As a member of PNPA MASIDTALAK Class of 2023, the ruling class in the Cadet Corps, honestly, I felt sad and guilty at the same time when I heard the message from our Director. I felt sad because I remembered how hard my life was during the days of being an underclass inside the Academy.
There are a lot of times that I experienced pain and uncertainty which is trying to survive all the hardships for the sake of my family and the realization of my dreams. At the same time, I felt guilty because there were times when I disciplined my underclass incorrectly. But now that we are the ruling class, it is not too late to change and give back to my underclassmen. I realized that maltreatment and hazing have no place here in the Academy because PNPA is a leadership institution to mold professional and competitive leaders in our country.
I will actively participate in the reiteration of the anti-hazing policy and ensure the welfare of my subordinates and underclass so that everyone can achieve their goals and aspirations in life. In addition, as an upperclassman, I will build a good relationship with my underclassmen as good brothers and best friends who will soon become an officer and gentlemen in the future to lead the tri-bureau service and country toward success.

I am inspired today because our guest speaker is one of the greatest warriors during the Marawi Siege. The historic war in Marawi happened before I entered the Academy, and I have seen the news about it every day for almost five months. And I already heard the names of the great leaders during that battle in Marawi.
The battle lasted for five months and resulted in the mass displacement of civilians, the widespread destruction of civilian infrastructure, and the loss of civilian lives. According to official figures, 920 militants, 165 soldiers, and 47 civilians were killed in the fighting, and more than 1,780 hostages were rescued from the IS-linked militants. But restrictions on access to Marawi during the conflict have precluded any independent corroboration of these numbers.[1]
PCOL REX ARVIN T MALIMBAN, a proud member of PNPA KAPANALIG Class of 1997. Everyone in the field admires him because of his outstanding leadership. He told us his story of how he was able to survive his cadetship training and how he improved his leadership skills. The first thing I learned about leadership from the speaker is to know the environment or terrain you are in.
As a leader, we need to familiarize ourselves first with the people around us and the culture for us to be able to know how we are going to approach or interact with them. Second, I have learned that we should assess the situation before anything else. As leaders, we need to think of a plan before taking necessary actions to avoid committing mistakes. In addition, we should be critical in dealing with the situation and anticipate the possible problems that we may encounter. Third, I was amazed that they could create a combat group structure for the proper delegation of work and functions in dealing with the situation. It will help them because they will follow their area of responsibility and accomplish the mission quickly. And lastly, I have learned that it is important to have intelligence, communication, and coordination with our subordinates and other allied forces to help us achieve our desired goals.
Maximizing the quad concept, such as intelligence, operation, investigation, and community relations, is essential. During the Marawi Siege, the female police officers served as the temporary teachers of the refugees in the evacuation areas. They also served as a tool to gather intelligence about the enemies. Because of the superior intelligence that they feed to the operators, most of the operations conducted were successful, with fewer casualties from the government side. In addition, they also used advanced technology, such as drones, to get updated footage of the terrain to devise a good plan for conducting their operations. I have learned that these concepts are essential because they will significantly help contribute to the success of the mission or task.
One thing that I observed during the discussion was the need for coordination with other agencies. At first, they are competing with each other in accomplishing their mission to end the battle in Marawi. However, the time has come that they established good communication and coordination with other agencies, such as the Armed Forces of the Philippines and other local government units. I have learned that interoperability is important because it will avoid conflicts among operating bodies and will make the task or mission to accomplish much easier.

Former Capt Gerardo Gambala, a member of PMA MARILAG Class 1995 who rendered duty as an officer in the Philippine Army, discussed managing the self and character development. The course involves working with the self, organization, and the job.[1]
I was touched by how he could disturb my mind and heart. He shared his insights through his experiences and realizations in life. I have learned that our values are the foundation of our leadership. We need knowledge and skills; importantly, we should have character. In addition, he also discussed the moral compass and how it affects our life.
In life, we will encounter crossroads where we choose the direction or path we are going to take. I learned that in every decision that we make, there will always be consequences. That is why we must establish our moral compass to direct us to the right path. And lastly, we discussed legacy and how we can impact other people's lives.
To learn today, to lead tomorrow. Leadership is indeed a gradual process. You need to work every day to become an excellent leader. There comes a time when I ask myself about my purpose in the Academy. Then I realized that we are not here just to become law enforcement and Public Safety officers; we are being trained and molded to become our nation's leaders. It is not about the job. It is not about the money and compensation. It is about building good governance led by excellent and righteous leaders.
Always take the opportunity to learn and improve and accept the fact that there are existing problems. This institution gives us all the access and resources to become creative and independent problem solvers. We always think, plan, and act toward a culture of excellence and professionalism in everything we do. Remember that we are bound with duties to serve and protect the people and inspire and move them.

Filipino-American Law Enforcement Officers in PNPA

The delegates from the FALEO inspired us to enhance our leadership skills in handling incidents and police operations. The FALEO seeks to promote fraternal relationships and cultural awareness among all law enforcement personnel and the communities they serve and protect.[1]
I was amazed at how they could build a connection with us, even if it were pretty challenging because of the culture and language barrier. It was a great experience to interact with them because they were very approachable and hands-on in teaching us the techniques when it comes to police operations based form their own experiences. In addition, they also emphasized the importance of leadership in law enforcement.
We conducted demonstrations on how to respond to incidents such as suicide bombing and hostage-taking. One thing that I appreciated was our discussion about marksmanship.
They shared with us their modern way of practicing shooting skills using technology. We should also adapt these kinds of best practices in training to help us become more competent and flexible law enforcement officers.
I am happy with how the Academy was able to evolve from the traditional way of activity into a modern and professional way to prepare us to become Public Safety leaders in the future.

We discussed food and environmental security. This topic is new to me because I used to live in Metro Manila, where it can rarely be seen. I am thankful I was able to have basic knowledge of food security. Agriculture has become an important sector of the Philippine economy. It provides essential food and raw materials for human consumption and is traded in the markets, keeping the economy moving.
The country's agricultural products are truly world-class as they are bought by locals and traded abroad. Agriculture and fishing support Filipinos, especially those as far from urbanization as the provinces. On the other hand, the Philippines can suffer many consequences, such as loss of agricultural land due to rapid urbanization, climate change, and food insecurity. The Philippine government has long been aware of these consequences and is working to address them, including through agricultural modernization.
Laws and programs are implemented to attract people, especially young people, to enter the agricultural sector. Makakalikasan is one of the core values of the PNP, which is being empowered by the peace and order framework of the current administration of the Philippine National Police.[1] This program was brought to the PNPA with the great help of our director to enhance the Cadets' knowledge of farming and environmental security.
Gardens were created around the barracks, and some fruits were used for food, and others were used for profit. Aside from that, it also helps eradicate hazing and maltreatment inside the barracks. The Cadets were able to produce numerous fruits and vegetables that helped to maintain good health.
As future Public Safety Officers, we will be assigned to remote areas where we must communicate with the community. We must know the basics of farming, and by doing this, we can promote police-community affairs and development.

Mr. Pedro Sandoval had an excellent military career in the United States Marine Corps before becoming the assistant attache and special agent of Homeland Security Investigations. HSI investigates a wide range of domestic and international activities arising from the illegal movement of people and goods within the United States. In addition, it is also the global investigative arm of the US. Their investigative areas are anti-gang enforcement, human rights violation, intellectual property rights, money laundering, etc.
According to HSI, human trafficking is one of the most heinous crimes they investigate. It is also considered modern-day slavery.[1] In addition, it is the exploitation of a person to gain profit. Human traffickers will use force, fraud, and coercion to achieve and maintain control over the victims.
Moreover, human trafficking also takes the form of labor exploitation, such as domestic servitude, sweatshop factories, or migrant agricultural work. Methods of human trafficking can vary, such as a job, a promise for a better life, citizenship, more money, and a relationship. Human trafficking is a crime that often happens in the shadow of everyday life.
According to a study, 78% of global human trafficking cases involve sexual exploitation followed by forced labor. An estimated 2.5 million people are being trafficked by forced labor. In the Philippines, there are 300,00 to 600,00 cases of human trafficking, and 80% of these victims are women. We are very grateful that our resource speaker imparted his knowledge and experience in human trafficking.
As future Public Safety Officers, we will encounter these kinds of crimes to help and reach out to those victims of human trafficking. I have realized education and awareness are one of the solutions to end human trafficking in our world. In addition, poverty is one of the factors why people engage in these activities to earn and make a living. With the help of the local community, the government shall conduct information drives to raise the people's awareness to avoid being a victim of human trafficking.

Public speaking is a must skill for everybody because if you can communicate, you can influence people. And if you can influence people, you can make a change.
Public speaking is a presentation that is given live before an audience. Its purpose is to praise or persuade other people. One of the techniques that can be used is to maintain your composure and show confidence to your audience.
In addition, preparation and rehearsal can improve the delivery of your idea. Moreover, make good statements that will grab and engage your audience's attention.
You can also share some narratives and experiences to engage with the audience. Another technique can also be used in maintaining positive eye contact to create a powerful connection with the listener. A public speaker can also bring assistance, notes, and PowerPoint.
We may encounter disturbances while speaking, and we should learn to ignore those. Another reminder is to be aware of your gestures and mannerism because they can affect the audience. Our speaker gave some of the good public speakers we can idolize and look up to: Simon Sinek, Brendon Burchard, Jordan Peterson, and John Maxwell.

The Directorate for Investigation and Detective Management manages investigations in PNP. We discussed the two main functions of the PNP: the prevention and solution of crime.[1] In crime prevention, three concepts are being used: operation, intelligence, and police-community relation. On the other hand, intelligence is being used to solve crimes.
Sandoval’s Doctrine serves as a guide in crime reporting and counting mechanisms in investigating a crime. I learned the difference between crime solution efficiency and crime clearance efficiency. Crime clearance efficiency happens when the suspect is identified with solid evidence, but no arrest occurs.
On the other hand, crime solution efficiency happens if the suspect is arrested. We also discussed Next Generation Investigation Solutions(NGIS), which consists of five(5) parts. First, the Crime Information Reporting and Analysis System(CIRAS), which is the enhanced police blotter but was processed with the use of the internet. Second, Case Information Database Management System(CIDMS) pertains to the e-case folder, which includes all the information about the case. Third, e-Warrant, which is automated in processing warrants of arrest. Fourth, e-Rouges include all the personal data and biometrics of the arrested person. Lastly, e-Subpoena, which. This system serves as a tool that contributes to crime solutions. With the help of NGIS, it will be part of the National Police Clearance System(NPCS), which helps trace and identify persons with criminal records in the country.
After the discussion, we were able to see how the system works and is used by the PNP. I am amazed by the forum because I just learned that an existing digital strategy in the PNP works like this.
I am glad that the technology and system are improving and helping in the crime solution efficiency in our country. As a future law enforcement officer, it would be a great help in the conduct of the investigation to solve criminal cases.

Before I entered the Academy, I had a dream or vision that is one of the driving forces in achieving it. This inspires me to continuously improve my performance and advance toward our life objectives.
I learned to appreciate even the small things around me. It helped me understand that you must work hard and remain focused to accomplish your goals. You must make sacrifices to pass through this Academy's portal.
This is crucial because chasing your dream won't benefit you in any manner. We will experience challenges and sacrifices along the journey. Each Cadet had numerous experiences to get to where we are now. We saw some groups and organizations from other nations, particularly the United States Coast Guard.[1] Their clubs and organizations are well-run and sponsored by the local community and government.
The best part of all the programs was that they were designed to help Cadets become better people and develop their communication and teamwork skills in preparation for whatever groups they could join. Creating a link between upperclassmen and underclassmen around a common interest or activity may be the key to ending mistreatment rather than attending meetings and seminars.
Due to their shared interests, the two will develop a bond or even friendship that will ensure no suspicions about either party, resulting in a clear and abuse-free relationship.

A framework is a thinking process that helps us to understand the safety and security planning process. At first, we were able to differentiate between safety and security. Safety refers to the protection of individuals, while security relates to the properties.[1] Public safety and security is a state or condition that ensures citizens' and institutions' protection against threats to their well-being and the prosperity of communities.
The consideration and choice of ways and means must be focused on the people and their territory, sovereignty, and overall well-being in terms of protection and sustained enhancement. Mandate can be accomplished by fulfilling the assignment.
We also discussed law enforcement operations. It pertains to the employment of units to enforce the relevant legal imperatives to sustain peace, public order, and stability of the domestic environment against threats to safety and security.
Three (3) characteristics of law enforcement operations are a multi-dimensional approach, inter-agency engagement, and positive community support. The purpose of enforcing the law is to prevent and control crimes to maintain peace and order with the active support of the community. We also discussed the essential steps in mission planning. Before mission planning is conducted, there should be a directive from the higher command.
Mission planning starts with mission analysis, where you must understand the mission's objectives. The output of the mission analysis is a mission statement. We were given a scenario and expected to make a mission statement out of it.

We discussed the concept of mission planning. Before we got to the lecture proper, we were tasked to do a practical examination to evaluate our knowledge in doing a mission plan. We were given only 45 minutes to accomplish the task.
After that, we presented and discussed the result of the practical exam. I had a hard time understanding the task given to us because I had no idea what is the activity all about. While discussing the lecture, I learned that the first step in mission planning is receiving the mission. To do this, we should have a quick initial assessment, including time availability, staff availability, experience, cohesiveness, and stress level. In addition, there is a need for mission analysis tools, including maps of the area of operation, existing staff estimates, SOPs, and higher headquarters orders or plans with graphics. After the receipt of the mission, the next step is mission analysis. It includes battlefield visualization, tactical problem, and feasible solutions.
We need to visualize the current state, desired end state, and activity sequence. We also need to describe the Commander’s intent and planning guidance. Moreover, we also need to direct, which includes issuing plans and orders and establishing control measures.
Initial Commander’s Critical Information(CCIR) includes the support of battlefield visualization and making critical decisions. In addition, it helps focus the efforts of subordinates and staff. Moreover, the elements of a mission statement are the restated mission which includes the information on who, where, when, and how the plan will be executed. After mission analysis, the next step is the course of action development. We must analyze relative combat power, generate options, array forces necessary to accomplish the mission, assign headquarters, and prepare Course of Action statements and sketches.
After the course of action development, the next step is the Course of Action Comparison. Next is the approval of the Course of Action. And lastly the last step is Order Production. In this discussion about mission planning, I was familiar with the steps in the mission planning process. In addition, I was able to understand the terms and concepts commonly used in mission planning. Moreover, I also appreciate the role of the Commander and staff in mission planning.

PCOL Eufronio Obong, Chief of the Intelligence Training Group, emphasized the need to quickly cleanse the organization's ranks, especially those involved in illegal drugs. In addition, we should use our patriotism to serve God, our country, and our people. This is a new opportunity to accept the duty in the intelligence community. Intelligence training is essential for police officers to solve and address the current cases and issues in Public Safety.[1]
Crime solutions will only be achieved with the help of intelligence. Moreover, we discussed the functions and the use of intelligence in conducting police operations. The Directorate of Intelligence contributes to transforming the PNP organization into a professional and dynamic organization. It also assists in attaining intelligence objectives thru the effective management of all intelligence and counterintelligence activities of the organization. We also discussed the functions of the Directorate for Intelligence. First, it is responsible for the planning, policies, and programs to control, coordinate and supervise the implementation of the activities of the PNP. Second, it evaluates and integrates all intelligence projects of the PNP. Third, it also provides intelligence and disseminates to all PNP units and offices. Fourth, it determines PNP foreign intelligence objectives and prepares and implements plans to achieve them. Fifth, it also directs and controls the PNP foreign intelligence efforts through effectively managing the PNP Attachè. And it also provides general and special training in police intelligence.
The Directorate for Intelligence comprises six(6) divisions with specific functions to perform. The Intelligence Operation Division(IOD) is responsible for managing and administering all PNP intelligence operational activities. The Counter Intelligence Security Division(CSID) assists the director in attaining intelligence objectives through effective and efficient management of all PNP's counterintelligence and security operations and activities. The Intelligence Research Center(IRC) is responsible for conducting research and preparing special studies, position papers, and other special reports on matters of intelligence interest. It also produces and disseminates accurate, reliable, and timely assessments, briefings and information, and other intelligence reports as needed or required. The Foreign Liaison Division(FLD) is primarily responsible for supporting administrative, operational, intelligence, and counterintelligence on foreign affairs. The Intelligence Training Group(ITG) trains and develops PNP personnel in intelligence and counterintelligence operations. The last division is the Philippine Bomb Data Center(PBDC) which serves as a coordinating body to provide technical assistance and enhancement of training and strategic information on all unlawful use of explosives, both domestic and international incidents.
In addition, we also discussed the members of the PNP Intelligence Community, such as the PNP Intelligence Group, Area Police Command, and Regional Intelligence Division. I have learned that intelligence is essential because it is the backbone of conducting police operations. We had basic knowledge regarding the Directorate for Intelligence and how it works in law enforcement and Public Safety.
As a future Public Safety Officer, I would like to acquire more knowledge and undergo intelligence courses and training to develop my skills and join the intelligence community.
